EFSA new scientific report: Multi-Agency anticipatory governance for EU challenges

The European Food Safety Authority (EFSA) has published a final scientific report on Multi-Agency Foresight with One Health Approach, authored by Könnölä et al. (2026). This report investigates the potential of multi-agency Foresight, grounded in a One Health perspective, to enhance the European Union’s capacity for anticipatory governance.

The project employed a combination of horizon scanning, scenario development, participatory workshops, surveys, and interviews. The resulting analysis identifies future-shaping changes and examines how various governance, technological, and societal developments will influence preparedness, resilience, and equity.

European societies are confronting increasingly intricate and interconnected challenges at the nexus of human, animal, and environmental health. These challenges are principally driven by climate change, environmental degradation, technological transformation, and geopolitical uncertainty. Addressing these complex issues necessitates coordinated, anticipatory responses that transcend traditional sectoral and agency-specific approaches.

Led by EFSA, the research was executed by the Foresight on Demand Consortium in collaboration with members of the EU-ANSA Futures Cluster. Drawing upon these findings, the report delineates strategic areas for multi-agency Foresight and proposes an adaptive, modular approach to Foresight that can be tailored to the diverse requirements of EU agencies. Furthermore, the results are expected to assist individual agencies in supporting their own strategic planning and programme development.
