The European Commission has published a report on a study on digital modalities of animal welfare during transport. The study is within the context of challenges experienced by EU member states with the implementation of Regulation (EC) No. 1/2005 such as delays to compliance checks, fragmented enforcement, high administrative burden associated with the paper-based Animal Journey Log and manual reporting.

The study examined the current system and envisioned transformational digital modalities, through extensive consultation with EU competent authorities, industry stakeholders and European Institutions.

“By shifting from a voluntary system to a mandatory digital ecosystem anchored by TRACES, introducing an event-based Geolocation Intermediary Service, and deploying a robust mobile application, the proposed framework cuts administrative overhead.”
